This part of the contribution examines the digital transformation of Italy’s public procurement, driven by the 2023 Public Contracts Code, which redefines the entire contract lifecycle through the systematic use of interoperable digital platforms. At its core lies the National Digital Procurement Ecosystem, with the BDNCP as an active enabler of digital services. The reform raises critical legal challenges related to interoperability, transparency, and administrative accountability within a constitutionally grounded framework.
