This chapter provides a historical case on the impacts of a pandemic on the resilience of supply chains and economies, namely the case of COVID-19 in Manitoba, Canada. The effects of COVID-19 on the for-profit sectors in Canada have been remarkable, as evidenced by the increasing number of businesses filing cases for bankruptcy and high unemployment rates. Among the Canadian provinces, Manitoba has the highest rate of COVID-19 confirmed cases across Canada. As such, this chapter investigates the key aspects of Manitoba, including Canada’s and Manitoba’s COVID-19 pandemic-related laws, panic buying, and border closure with the United States and other Canadian provinces during the pandemic era. Some lessons on possible strategies and opportunities to revitalize Manitoba, and indeed other similar cases in the future, during the post pandemic era, are provided, including enhancing the resilience of supply chains. The Manitoban experience could be a valuable illustrative exposition for other regions in handling similar crisis.
