Essential Competencies in Public Sector and Educational Management
摘要
Effective public administration is critical to deliver high-quality programs and services to the people. Public sector managers require a clear set of competencies to undertake the task. The current research utilizes the method of literature review to explore studies that specify the key competencies required to effectively manage the public sector. Strategic thought has been identified as an essential competence that aids managers to apply analytical reasoning to develop strategies that align with the organizations’ missions and visions. At the same time, financial management is central to managing budgets, allocating resources, and analyzing financial data to support informed decision-making practices. In addition, management of projects is another key competence requiring managers to effectively plan, implement, and track projects to ensure they are delivered within predetermined timelines and budget requirements. Effective leadership is key to motivating teams and realizing common objectives, while competent communication is required to work with diverse stakeholders including team members, managers, as well as external partners. Public sector administrators are equally required to demonstrate an overall understanding of public policy and the political environment to excel in managing complex settings.
