Using data from the 2021 Global Entrepreneurship Monitor (GEM) and logistic regression analysis, the findings show that gender moderates the relationship between proactivity and EI, with Omani women demonstrating higher levels of proactive behavior. While creativity positively influences EI for both women and men, proactivity plays a more substantial role in shaping women's entrepreneurial intentions. These proactive practices strengthen women's ability to lead ventures, innovate, and respond to emerging opportunities. These findings challenge traditional gender norms and affirm the growing role of Omani women as proactive decision-makers in business. The study contributes to the literature on women entrepreneurship and gender by offering practical insights into women's leadership capacities in the MENA region and calls for policies that support and harness their entrepreneurial potential for inclusive economic development.
