With traditional journalism in decline, Facebook has become the main site for civic interaction— efficient for problem-solving, but dominated by fleeting, unverified, and sometimes censored communication. The municipality’s strong communication apparatus and “policy of openness” sustain transparency, yet also risk replacing critical journalism with strategic messaging.
