While the intended outcomes of the financial crime control measures of the Financial Action Task Force (FATF) and especially how to ensure that they are attained effectively and efficiently remain an important research area, it is clear that the FATF-related measures do lead to unintended negative consequences. This chapter considers some of the important questions that arise in relation to unintended consequences, especially in view of the FATF’s program to address unintended consequences. In light of its 2025 revision to its standards and the adoption of new guidance to support financial inclusion this chapter gives specific attention to questions relating to financial inclusion and exclusion to illuminate the paradox that has been discussed throughout this collection.
