Methodology for Risk Management of Emergency Situations at Gas Stations

A methodology for risk management of emergency situations at critical infrastructure objects has been developed and practically applied, using the example of the «Ukrnafta» gas station (GS). Based on the developed methodology, threats were identified, the probability of their occurrence was quantitatively assessed, potential consequences were analyzed, and priority threats were determined. This approach allows for evaluating the effectiveness of response measures under various event development scenarios, significantly reducing the overall likelihood of hazardous events. The developed algorithm for quantitative risk assessment at gas stations and their individual elements enables a comprehensive evaluation of all potential threats and a detailed analysis of possible threat realization scenarios. As part of the work, an approach was created and implemented for identifying and assessing risks at gas stations, as well as determining critical nodes or components whose failure would have the most significant consequences, and on which priority safety and resilience measures should be focused. This approach makes it possible to identify the potential vulnerabilities of gas stations to various threats, taking into account the possibility of cascading effects. It provides probabilistic assessments of event developments under specific scenarios and enables a substantiated development and implementation of priority measures to enhance safety levels at gas stations and minimize the consequences of hazardous events.
