As a result of the military aggression by the Russian Federation, the infrastructure of Ukrainian cities is suffering from destruction. Therefore, the main goal of the post-war reconstruction of Ukraine’s regions should be to restore the destroyed and damaged infrastructure, including urban lighting facilities. The relevance of this topic is due to the specifics of the lighting sector, namely its importance for the quality of life and safety of city residents in the regions. It is benchmarking that will allow us to identify a reference region and the resources that contribute to ensuring such a position. Implementation of benchmarking at an enterprise and use of its results in practical activities is a specific study in terms of content and comprehensive in terms of results. The basis of benchmarking is the choice of a benchmark (enterprise, technology, solution, etc.) for comparison, analysis of its parameters and development of a solution. The purpose of the study is to develop a system of indicators for a comprehensive assessment of the activities of external lighting enterprises in Ukraine, in order to identify the leading region. In order to achieve the research goal, a new interpretation of the term “benchmarking” as a comprehensive research system has been proposed. Also, the activity of outdoor lighting enterprises was rated by regions of Ukraine. To carry out the ranking, the authors propose their own system of indicators, which became the basis for a comprehensive assessment of the industry enterprises.
