Cargo Port Risk Management Ontological Model

The possibility of using digital business models for managing the logistics processes of a cargo port to gain a competitive advantage through research and full development of the relationships between the risks of a transport logistics enterprise is considered. A method for cognitive modeling of a cargo port based on ontological modeling is proposed. The structure of the elements of the ontological model of cargo port risk management, based on the application of the concept of multi-level goal setting, is described and formalized. Risks are considered at three levels of management of the organizational system (cargo port): strategic, tactical and operational. Situations of failure to achieve goals, as well as failure of indicators to achieve various levels of standard values are considered as risks. The ontology allows you to trace all sorts of connections between risks, goals and indicators and, through queries, formulate management decisions to correct existing risk situations. A formalized description of the classes, object properties, and data properties of the ontological model of cargo port risk management is presented, and the main restrictions that define the connections between the classes of the ontological model and their instances are formulated and described. The possibility of using the Protégé toolkit is described, which allows, based on the constructed ontology structure, to identify implicit connections between its elements. The construction of this kind of ontology is possible for any organizational system, including cyber-physical.
