This chapter examines the evolution and legal framework surrounding the Hungarian Civil Volunteer Guard (Polgárőrség), exploring its origins, development, and contemporary role in public safety. Originating from grassroots self-defense groups during Hungary’s late twentieth-century political transition, civilian patrols emerged as a response to rising crime and societal shifts. Over time, these initiatives formalized into structured associations, culminating in the establishment of the Országos Polgárőr Szövetség (OPSZ, National Civil Volunteer Guard Association) in 1991. The chapter outlines the key legal regulations that govern these associations, including membership criteria, operational duties, and cooperation with law enforcement agencies. It also provides a statistical overview of the organization’s growth and contributions to national security. The Civil Volunteer Guard has become an integral component of Hungary’s security infrastructure, playing a critical role in crime prevention and community policing. By fostering stronger relationships between law enforcement and local communities, the Civil Volunteer Guard exemplifies the benefits of volunteer-based, community-oriented approaches to policing.
