Urban Planning Principles and Models of Reconstructive Restoration of Urbanized Territories of Luhansk Region Destroyed by Hostilities, Based on Innovative Development

The reconstructive restoration of urbanized areas of the Luhansk region destroyed by hostilities is a complex urban planning problem, since the scale of destruction is comparable to the size of a median European country. The principles and models of reconstructive restoration of urbanized territories of the Luhansk region, damaged by hostilities in the conditions of progressive technical degradation of buildings and structures, deepening discrepancy between the consumer and operational qualities of buildings with modern requirements and standards, taking into account the realities of the socio-economic situation in the region, on the basis of innovative development, are investigated. The basic urban planning principles and conceptual foundations for the restoration of urbanized areas and cities that have been destroyed are determined for the tasks of updating the system of urban settlements and the planning structure of the eastern region of Ukraine: safety, environmental friendliness, autonomy, energy efficiency, convenience, comfort, transport accessibility, and the creation of places of employment. It is proved that in the current conditions of post-war reconstruction there is a threat of primitivization of the territory and the formation of the so-called budget trap in cities. It is specified that the standard algorithm of urban planning design is complicated. The development of models and principles for the restoration of territories and settlements with different parameters and typological signs of destruction in order to formalize practical issues is an important task. This is a prerequisite for the creation of a bottom-up regulatory framework for recovery processes. The construction of matrices for analyzing planning units of the destroyed urban areas with a view to their restoration constitutes an updated basis for the restoration model. It is proposed to identify hierarchical levels and objects of reconstruction, generalize management entities and types of reconstruction activities, formulate elements and components of the reconstruction information package, and formalize design decisions for individual objects and elements of reconstruction. Methods for determining the effectiveness of residential area reconstruction in the context of post-war recovery should be differentiated in accordance with the defined goal and ensure innovative urban development.
