The clean energy industry, as a crucial driver of economic growth and sustainable development, has gained increasing prominence. Against the backdrop of China's “carbon peak” and “carbon neutrality” goals, policy coordination and market regulation have become essential measures to accelerate the development of the clean energy industry. The forms of cooperation among clean energy enterprises are shifting from traditional short-term, project-based collaborations to long-term, innovation-driven partnerships involving capital and technology. Equity cooperation, as a representative of this transformation, reflects the essence of long-term and in-depth collaboration, effectively promoting resource integration and technological sharing. Qinghai Province, one of the most resource-rich regions for clean energy in China, is abundant in hydropower, photovoltaic, and wind energy resources, making it a focal area for green energy development. However, the development of Qinghai's clean energy industry faces significant challenges, including inefficiencies in resource utilization, insufficient depth of enterprise cooperation, and prominent carbon emission issues. Therefore, studying how to optimize the equity cooperation network through policy coordination to enhance resource integration and carbon emission reduction holds critical theoretical and practical significance.
