Digital transformation in local autonomy comes with promising opportunities, as well as with challenges related to adaptation, education and security. Success in digitalization requires a complex approach, based on collaboration, investments and a long-term oriented vision. The local authorities that have embraced these changes and learned from the experience of other governments have been able to bring significant benefits to their communities. The objectives of this study are: to analyze the opportunities created by digital transformation at local level, to assess the successful examples in digital governance at local level, to identify the challenges and limits of implementing technologies in local autonomy, to examine the lessons learned from the digital governance practices, to formulate recommendations for public policies and investments in local digitalization. Research will begin with a literature review and of the government documents, case studies and annual reports of local authorities that have adopted digital governance solutions. The goal is to understand the theoretical foundations and practical examples of digital transformation. The results and implications of the study will aim at: improving efficiency in local public administration, increasing transparency and citizen participation, local economic development, increasing data security and confidentiality, which are obstacles in the implementation of digitization.
