Local Government Amidst Coalitions : The Disruption of Legislative Intent and Governance?

This chapter explores the governance implications of coalition governments in South African local municipalities since 2016. It analyses legislative frameworks and administrative disruptions caused by unstable political alliances. Drawing on comparative case studies, the chapter identifies the fragility of coalition arrangements and their impact on service delivery. It proposes reforms such as professionalisation of local governance, capacity-building and institutional mediation mechanisms to mitigate political instability.
