This chapter assesses public perceptions of municipal performance in South Africa, 25 years after the adoption of the Batho Pele principles. Utilising survey data from the South African Social Attitudes Survey, it tracks trends in citizen satisfaction, institutional trust and democratic legitimacy. The findings show variable performance across municipalities, with persistent challenges in service delivery and governance. The analysis highlights the importance of participatory and people-centred approaches in building responsive local government systems.
