Using a developmental state framework, it critiques efforts to build a capable, professional and ethical bureaucracy. Key issues include politicisation, weak human resource systems and policy inconsistency. The chapter calls for a renewed focus on meritocracy, institutional autonomy and values-driven leadership in the public sector.
