Policy Frameworks and Global Initiatives for Carbon Neutrality
摘要
Achieving carbon neutrality is a pivotal objective in the global fight against climate change, requiring a strategic balance between greenhouse gas emissions and their effective removal. This chapter highlights the vital role of public policy in promoting sustainable forestry practices, particularly in regions facing complex land tenure and governance challenges. It examines the evolution of international climate agreements and their impact on shaping collective efforts to reduce global carbon emissions. Key strategies such as emissions trading, carbon pricing, and the integration of renewable energy are examined alongside the growing significance of innovative technologies, including carbon capture and storage. Furthermore, it critically evaluates existing carbon offset mechanisms, advocating for the establishment of robust governance structures and transparent valuation systems to enhance their credibility and effectiveness. It highlights the importance of accurate, transparent, and verifiable monitoring systems to inform policy planning and implementation. Additionally, it addresses the potential trade-offs between short-term timber yields and long-term carbon sequestration objectives within forest-based mitigation strategies. Notably, the chapter advocates for aligning decarbonization efforts with the United Nations Sustainable Development Goals (SDGs), emphasizing the need for inclusive global cooperation, technological innovation, and policy reform. It also presents a forward-looking perspective that calls for a unified global commitment to accelerate the transition toward a sustainable, resilient, and low-carbon future.
