To better understand contemporary approaches to public policy and how these approaches fit into the dynamics of the discipline, it is essential to provide an overview of the origin and development of the field over time until 1980’s. This exercise is not easy, as it requires deciding not only when the policy field began but also what can be considered inside the field and what is outside.
