When evacuation is required, people with reduced mobility cannot move to a safe place on their own. Specialized help should be provided to such people. Disabled people and the elderly fall into the group of people with difficulty moving. A large proportion of people in this group have chronic or other co-morbidities that also need to be addressed. Due to the high stress of the evacuation event, some of these illnesses may be exacerbated. Such are cardiovascular diseases. In this development, we have focused on modeling the evacuation and helping people with difficulty moving after an earthquake. For this purpose, the apparatus of the Generalized Nets (GN) will be used. The model will include the individual steps that need to be taken to get disabled people from their place of residence to a safe place and provide them with the necessary medical care. The model can be used by local authorities to prepare action teams in advance.
