The trend towards a thorough immersion in a digital society raises unresolved research questions about reliability, trustworthiness, integration, security, and scalability under an agnostic underlying technology supporting base. With daily activities quasi-exclusively supported by digital assets from various suppliers/vendors, establish a critical technology base that needs to be integrated, operated, and updated in response to business management decisions. The lack of an open, holistic digital framework based on open standards creates dependencies on critical digital technology, which can be an obstacle to business development. This paper extends the ISoS framework by revisiting its definition, positioning a conceptual definition of application that is separated from implementation by an ISoS service element. The paper further clarifies the ISoS computing technology artifacts structure developed in the SINCRO national driver enforcement network project. The ISoS framework is argued as a technology strategy to logically structure the overall digital technology base, from sensors, shopfloor machines, roadside equipment, on-premises data center infrastructure, and public cloud deployments, under unified digital-related vendor-agnostic technology artifacts management.
