Decentralization, from a dogmatic perspective, is described as the complete and permanent transfer of ownership and execution of particular and exclusive competencies from one place to another (Jinesta, 2009). In this context, it is understood as the transfer of administrative and representation functions of interests from the central government to other specific units called decentralized institutions. In addition, decentralization implies a certain degree of administrative, political, and economic autonomy of decentralized institutions with respect to the central administration.
