It should be emphasised that delivering land and housing is not an end in itself, but a continuous process. This model is built on the notion of low-income housing as a process that ‘migrates from informality to formality’. But even-though, the environment so created requires proper management—a responsibility which cannot be left to beneficiaries alone. Pertinent technical issues such as those of infrastructure, require skilled maintenance and management which ordinary beneficiaries cannot adequately attend to without government support. In this regard, the LA is better positioned to manage these new environments as per existing legislative and policy mandates.
