The provision of urban land and housing for low-income households has been documented at various levels and in various contexts by many researchers and commentators. There is general consensus that there is a housing crisis among low-income groups in urban areas in Less Developed Countries (LDCs) where the housing issue has defied all efforts to bring it to manageable levels. It would seem that these problems are here to stay unless radical measures are adopted to tame them. The United Nations (UN) observes that the housing problems among low-income people are not a new phenomenon. It notes that since the advent of cities, humanity has been living in inadequately serviced and overcrowded urban societies. It is in light of these continued challenges that this research study contributes to ongoing debates by focusing on the development of urban land and housing delivery systems in contemporary cities south of the Sahara.
