North Korea’s Deception Operations in Its Denuclearization Negotiations with the United States

The recent denuclearization negotiation between the United States and North Korea provides significant theoretical insights into international negotiations. Notably, they represent a case where negotiations were strategically used as a deceptive tool to achieve a higher goal. Rather than seeking a substantive agreement, North Korea initiated and engaged in its denuclearization negotiation with the United States to prevent potential U.S. military action and to buy time for advancing its nuclear capabilities to a strategic level. The negotiation was a “pre-planned, well-coordinated, and consistently deceptive” operation. This chapter examines North Korea’s Singapore and Hanoi summits with the United States through the lens of deception operations, analyzing elements such as the objectives, targets, conduits, and narratives involved. Ultimately, this chapter highlights the need for further attention on the use of negotiations as tools for achieving a higher strategic goal.
