The Arab League Security Force in Kuwait deployed in 1961 as the first peacekeeping operation mandated by a regional (non-United Nations) international organization after World War II. At the same time, it served as the first deployment of a preventive deployment category of mission, preceding the first United Nations preventive deployment operation by 35 years. The focus of this chapter is to present a background to the evolving definitions and characteristics of what are termed “peacekeeping,” “peace operations,” and “preventive deployment” missions to better understand the purpose of the Arab League Security Force and how it fits into these evolving concepts.
