This chapter introduces Phase 4 of AI integration for Higher Education Institutions (HEIs): Scaling and Institutionalization. Following the successful completion and rigorous evaluation of pilot projects (Phase 3), this phase marks a deliberate transition from contained experiments or limited AI usage to the broad, systematic, and sustainable integration of AI technologies into the core functions of the institution. Institutionalization, in this context, means embedding AI not just as a tool, but as a fundamental component of standard operating procedures, institutional culture, official policies, and core infrastructure, impacting teaching, learning, research, administration, and operations (Moquin, 2024; Tobenkin, 2024).
