One of the first Open Source Software (OSS) adoption projects in public sector was implemented in the “ASAN service” centers, managed by the State Agency for Public Services and Social innovations under the President of the Republic of Azerbaijan. This paper aims to clarify the factors that can inhibit and facilitate an OSS in the public sector in different phases, and to discuss the main implications of open source implementation for organizations. The study shows that factors such as task complexity, technological compatibility, and high level centralization can be inhibitor and facilitator depended on different adoption phases. The following essay begins discussions by setting up questions directed to public officers, for describing and analyzing the case. Furthermore, paper analyses initiation and implementation stage factors using framework proposed by B. Rossi, B. Russo and G. Succi. At the initiation stage attitude towards change is probably the most crucial factor in facilitating the quick and successful adoption of OSS in public sector organizations. However, the main facilitator factor in implementation stage is top management sponsorship. At the end, the essay highlights some limitations of chosen framework and future perspectives.
