The digital transformation of modern society has given rise to many new forms and mechanisms of control over human activities. Today, the issues of evaluating the “effectiveness” of both modern organizations and enterprises, as well as individuals, are becoming increasingly relevant. Digitalization not only allows for a detailed assessment of various people and organizations based on constantly collecting data about users from the global network, but also makes it possible to introduce incentive and restrictive control mechanisms based on their trustworthiness. This process became known as social rating. The most active rating creators are commercial enterprises that want to optimize their work by introducing mechanisms for evaluating the effectiveness and trustworthiness of individual citizens. The purpose of this study is to identify the specifics of the regulation and functioning of rating systems of modern Russian companies. A comprehensive analysis of the internal documents of Russian companies that have implemented rating in the framework of their public activities was carried out. To identify the specifics of the functioning of the rating systems of these companies, a case study (with elements of comparative analysis) of assessment and ranking systems was conducted. The paper includes the results of 2 series of in-depth interviews with experts, which made it possible to identify the need for state regulation of rating systems. The study showed that modern rating systems are actively used in commercial digital services, regulating users’ access to services and influencing their privileges. Even the internal regulation of these systems remains underdeveloped, which creates risks for users. All systems have similar rating principles, but they differ in details, such as the impact of rating on access to services, rehabilitation mechanisms, and the degree of publicity.
