Public IT projects often face high failure rates due to complex legal requirements and numerous stakeholder roles. This report compiles a list of legal requirements and roles specific to the school administration of a federal state that add complexity to software development projects. It will demonstrate that successful projects in this context require expertise beyond domain knowledge and technical skills.
