Policy Learning in Bangladesh: Privatization, and Export Orientation

This chapter highlights the gradual and continuous nature of policy learning during the rule of Hussain Muhammad Ershad, whose official tenure spanned 1982 to 1990. On 24 March 1982, Army General H. M. Ershad seized control of the Bangladesh government through a bloodless coup, dismissing President Justice Abdus Sattar and imposing martial law. This followed the assassination of President Ziaur Rahman in an army coup on 30 May 1981. In the aftermath of this coup, Ershad, whether directly or indirectly, overtly or behind the scenes, exercised power even during the presence of a civilian government (BBC 2025).
