The Politics of Forbearance as a Development Strategy in African Cities: The Case of Kampala’s Informal Settlements

This chapter explores the nature of forbearance arrangements and the extent to which they foster innovative, inclusive, and sustainable solutions to the challenges in African cities. It discusses the concept of forbearance framed as the intentional and revocable non-enforcement of law to understand the motivations of political and urban elites in enabling certain urban activities to go on. The chapter unpacks alternative economic opportunities in African cities like Kampala in Uganda, and Dar es Salaam in Tanzania by underscoring that although forbearance does not consistently produce favorable results for the poor, there is recognition of potential in factors that influence the relative effectiveness of it on urban governance.
