摘要

As Ukraine moves towards EU integration amidst the challenges of post-war reconstruction, the question of how to bring national employment policies for people with disabilities in line with European social standards has become an urgent and politically significant issue. Against this background, the paper begins by outlining the main shortcomings of current Ukrainian legislation in this area, namely discrimination by private sector employers (compared to public sector employers) and lack of reasonable accommodation. The second paragraph provides an overview of the main European standards and current EU policies in the field of disability employment. In the third paragraph, based on the analysis of the National Strategy for Barrier-Free Environment in Ukraine 2030 and the Draft Law on Amendments to Certain Laws of Ukraine on Ensuring the Right of Persons with Disabilities to Work (2023), the authors identify the main priorities of state policy to promote the employment of persons with disabilities and compare the proposed amendments with European standards. The conclusions acknowledge the impact of EU legislation on national social legislation. The implementation practices tested in EU countries enable a shift in the state paradigm for the employment of people with disabilities. The reform of the legislation on the rights of people with disabilities and the compliance of rehabilitated infrastructure with accessible environment will bring it in line with international and European social standards and promote proactive social protection in post-war Ukraine.
