The focus moves on to other regions of France, where only a limited number seem to have been as effective as Lorraine and the Auvergne. The Toulouse region is examined in detail, as regards regional identity and also considering the attitude of the leadership and their achievements in the various fields already considered for Lorraine and the Auvergne. The leadership did not believe in getting involved in business projects with the exception of Lagardelle, the regional secretary and an innovative economic thinker. The chapter also looks at the Bordeaux region, Normandy and Brittany, regions which, like Toulouse, confined themselves to a regulatory role for transport and power, encouragement of industry and publicity rather than active economic management. An exception to this lack of activism might be made in the case of chambers of commerce’s involvement in running ports and airports.
