Saudi Arabia’s Vision 2030 considers cloud computing as a critical component of digital infrastructure and overall national economic diversification. While the cloud-first policy issued by the Ministry of Communications and Information Technology (MCIT) in 2020, and the guideline for adoption issued by the Digital Government Authority (DGA) in 2023, aim for wide adoption across public institutions, implementation is hindered due to certain barriers. This paper synthesizes literature on these barriers to adoption and considers the strategic marketing challenges and opportunities faced by cloud vendors.
