Auxence Augustin KOA analyses the way in which the discourses, practices, interactions and tensions surrounding Huawei’s Cameroon Intelligent City Project and ZTE’s National Emergency Telecommunications Network are helping to transform the State figure in Cameroon. The irruption of Chinese remote surveillance models discussed in this chapter is as much the product of mimetic practice as it is the result of Cameroon’s quest for Chinese security standards. As well as examining the way the conformism of these security models fuels the friction surrounding their internalisation, this chapter also highlights the way in which this internalisation expresses the State’s quest for a monopoly on surveillance and legitimate control of its territory, and therefore the reinforcement of the panoptic character of security governance.
