This concluding chapter is highly schematic. It poses more questions than it attempts to answer. It provides an overview of both the demand and supply factors that have contributed to the rapid proliferation of Artificial Intelligence (AI) surveillance technologies in Africa. It also offers a synthesis of the implications of AI surveillance technologies on human rights, civil liberties, and political freedoms of the affected African populations. At the same time it reinforces the argument made throughout the book that AI surveillance technologies in Africa have been deployed in ways that violate the fundamental rights of the citizens despite the fact that these rights are guaranteed in national constitutions, regional and international conventions as well as in domestic laws (Munoriyarwa and Mare, Digital surveillance in Southern Africa: policies, politics and practices, Palgrave Macmillan, https://link.springer.com/book/10.1007/978-3-031-16636-5 , 2022; Roberts and Mare, Digital surveillance in Africa: power, agency, and rights (1st edn), Bloomsbury Publishing Plc. https://doi.org/10.5040/9781350422117 , 2025). The major concern raised in this chapter is that surveillance technologies have added to a long history of human rights abuse, impunity, and the criminalization of groups that are opposed to power structures in their respective African countries.
