Shifting from Quality Control to Quality Enhancement: Insights from QA-SURE Project Partner Institutions

This study examines the shift of higher education institutions (HEIs) taking part in the QA-SURE initiative in Albania, Kosovo, North Macedonia, and Slovenia from Quality Control (QC) to Quality Enhancement (QE). Utilizing survey data in accordance with the European Standards and Guidelines (ESG 2015), the research explores the ways in which internal quality assurance (IQA) systems are developing in the direction of digital transformation, stakeholder involvement, and continuous improvement. Institutions reported significant advancements in integrating digital technologies, encouraging faculty and student participation, utilizing feedback systems, and incorporating QE into strategic goals. Innovative practices and persistent issues, like reluctance to adapt and a lack of analytics capabilities, were identified through comparative study with EU partner institutions. In order to promote inclusive, data-driven, and sustainable quality cultures, the report highlights several important areas for future development, such as stakeholder empowerment, digital capacity building, and alignment with cutting-edge European QA models.
