South African Community TV: Perseverance in the Face of Uncertain Policy, Regulatory and Operational Conditions

This chapter explores the actions of South Africa’s key community TV (CTV) sector stakeholders—the state, the regulator, the CTV stations, commercial entities, state-run entities, and the sector’s funding body—over the past three decades (since 1994), and the impact of these actions on CTV stations’ sustainability and pursuit of public-interest media objectives. The picture that emerges is one in which CTV stations have faced a consistently unpredictable policy, regulatory and operational environment. The result, the chapter argues, is that while the stations currently on-air are achieving elements of sustainability and making some valuable public-interest contributions to South Africa’s media ecosystem, these achievements and contributions are to a substantial extent in spite of—rather than fostered by—the actions of the stakeholders with mandates to support the sector.
