This book is embedded in a research agenda of the Forum of Federations that examines the crossroads of digitalization of public administration and federalism. It triggered a collaboration between the Forum of Federations and the University of Ottawa’s Centre on Governance. This issue was first explored in a working paper jointly published in 2022 by the Forum of Federations and the Centre on Governance entitled, Digitalization of Public Administration in Federal Countries: Challenges, Opportunities, and a Look Ahead (Gomes et al., 2022) which is quoted extensively in this volume. This paper points out that leadership, political support, clear roles and responsibilities, intergovernmental coordination, and fostering knowledge-sharing were essential areas of inquiry that required further research to ensure the success of digitalization in federal countries.
