The study analyses robust preventive and adaptive measures to strengthen Ukraine's healthcare system in the context of the COVID-19 pandemic. The key problems that have been exacerbated during the pandemic, including the lack of human resources, uneven provision of resources and the need for prompt intersectoral cooperation, are investigated. The article compares the stringency of government measures and the course of COVID-19, examines the impact of COVID-19 mortality on the structure of causes of death, and estimates the excess mortality due to COVID-19. Based on this the authors have developed recommendations for strengthening the resilience of the healthcare system, and for improving legislation to enhance adaptability and robustness (resistance to change) in the face of possible future threats.
