Organizational Fundamentals of Distance Learning in Ukraine Under Conditions of Quarantine Restrictions (Research Case in Local Communities)

A comprehensive analysis of the problems of distance education organization in local communities was carried out on the example of general secondary education. The effectiveness of local education management bodies in responding to the challenges of the crisis security environment has been studied. The organizational and personnel mechanism of public management of education in the conditions of the crisis need for the development of distance education is analyzed. The article reveals the essence of distance learning during the pandemic and martial law, characterizes its components, considers the importance of competence formation and the need for its implementation among students. The introduction of online education could not help but affect the introduction of new teaching methods. This opened up new opportunities for both teachers and students. The use of distance learning has the following advantages: unlimited access to educational materials anywhere in the world, time mobility, wide use of online resources; preservation of life and health of all participants of the educational process. Among the disadvantages are different Internet speeds, distracting components, and an insufficient emotional component. Blended learning can be an alternative when face-to-face learning is not possible. The remoteness and openness of modern education consists in the application of network information technologies, increasing the intensity and continuity of learning, and directs the development of self-education. However, these factors will cause new requirements for the organizational and personnel support of educational institutions. Based on the experience of educational managers, conclusions were made about the appropriate adaptability of distance education to certain resource and organizational limitations in communities. This is ensured to a greater extent in those educational institutions in which teams experiment more and take various risks in combining blended learning models into hybrid forms. The more creative and persistent approach pedagogical teams show in implementing innovations to increase the effectiveness of distance education, the more students are satisfied with the level of providing services in a distance format despite certain limitations. In communities with more experimental public education administrators, students and their families are more satisfied with the benefits of distance learning than they are dissatisfied with the drawbacks of online courses.
