Online learning is a complex concept that delivers education through different technological channels. This descriptive study aimed to understand the readiness of educational managers and teachers when they implement learning using hybrid and blended learning as a basis for an educational strategy, especially in the context of this COVID-19 pandemic and after that. The article analyzes the peculiarities of the implementation of distance education at general secondary education institutions and the challenges of organizing the educational process in the new conditions. It generalizes the advantages and disadvantages of mixed learning based on the results of a sociological survey of heads of educational institutions. The level of readiness of teachers to carry out educational activities in a distance format and a number of factors that influence this readiness are determined. It is emphasized that in his/her activities, a teacher, in the context of distance learning, in addition to students, interacts with various subjects of the educational process. This interaction takes on new forms and a new purpose in the conditions of distance education. It can be productive, if support for the readiness of the educational environment and of the teachers themselves to work in the new realities will have a systemic nature. Authors recommend planning, and restructuring to enhance technology use, and resource creation for better educational delivery. This concludes the development of better key strategies for building smart pathways and reducing problems in online education in local communities.
