This chapter presents the leadership perspective and professional philosophy of Nils Kristian Moe, Chief of Police in Trøndelag, one of Norway’s largest and most complex police districts. Moe draws on a broad background from both the police and public administration, emphasizing mission-oriented leadership grounded in ethical awareness, operational excellence, and a deep sense of responsibility toward society. He views police leadership as a 24/7 commitment that requires resilience, collaboration, and the ability to handle complex societal challenges. Moe highlights the ongoing (2016–2020) police reform as the most significant structural and qualitative shift in Norwegian policing. The consolidation of police districts and the increasing specialization and professionalization have raised expectations for leadership, investigative capacity, and governance. Moe stresses the need for continuous learning, both on the organizational and individual levels, emphasizing that police services must remain adaptable, knowledge-based, and citizen-focused. Central to Moe’s leadership philosophy is the idea of balancing task execution with care for personnel. He actively uses leadership theory to refine practice, guide decision-making, and foster reflective leadership. He advocates for transparency, trust-building, and strong inter-agency cooperation to maintain legitimacy and efficiency. Moe views disagreement and constructive debate as essential to high-quality decisions. His ultimate goal is to leave the police district better than he found it—professionally robust, socially responsive, and structurally prepared for the future.
