This chapter explores the leadership journey and philosophy of Odd Reidar Humlegård, who served as Norway’s National Police Commissioner from 2012 to 2018. With a background in law, policing, and international leadership programs, Humlegård led the Norwegian police through one of its most transformative periods, particularly in the aftermath of the 2011 terrorist attacks. He oversaw the 2015–2020 police reform, which aimed to increase operational readiness, visibility, and preventive capacity. Humlegård emphasizes the enduring value of the Norwegian police model—civilian, trust-based, and democratically governed. His leadership is rooted in a belief in continuous improvement, professionalization, and balancing strategic reform with frontline experience. He is a strong proponent of competence development, local presence (both physical and digital), and responsiveness to evolving crime, particularly digital and transnational threats. His leadership philosophy highlights the importance of interpersonal awareness, organizational loyalty, and ethical responsibility. He views leadership as a craft requiring both theoretical insight and emotional intelligence. Through metaphors like “colleague,” “conductor,” and “tightrope walker,” he articulates the complexities of leading a public security institution within a political and societal framework. He stresses the importance of translating political expectations into actionable and sustainable policing. Humlegård’s legacy includes strengthening emergency preparedness, modernizing the police organization, and fostering a leadership culture based on reflection, professionalism, and democratic accountability.
