Post-Secondary Education in the Circumpolar North

The Circumpolar World provides a wide variety of “natural experiments,” situations in which various jurisdictions take different approaches to addressing a common problem (Kaplan and Appell, 2011). The list of shared northern challenges requiring a policy response is long: extreme weather, small and widely distributed population, extremely high living costs, resource dependency, IndigenousIndigenous rights and claims, excessive energy costs, and many others.
