Unlike the development of power generation plants, grid infrastructure is often the responsibility of public entities. This creates a risk that grid development projects will not be implemented in a timely manner and with greater financial resources. Without adequate grid capacity, the development of renewable energy may stall. Today, there is a lack of methodological solutions to assess the impact of grid development on the success of decarbonization. Often, only investments in generation are assessed, taking the grid situation for granted from an investment perspective. However, investments in networks raise several issues. They include capital costs, insufficient funding mechanisms, and construction and maintenance market development barriers [1]. In terms of the regional dimension, several solutions are possible in relation to the use of networks. These can be expressed through a temporal prism. The main groups of network development decisions are as follows:
