How Financial Inclusion Can Make the Poor More Resilient to Extreme Weather Events

This chapter reviews the evidence demonstrating the ways in which financial inclusion can help adults in extreme weather-vulnerable countries build resilience using formal financial services, such as digital payments, savings, credit, and insurance. Achieving these benefits requires public investment in connectivity, however. A strong regulatory framework is also necessary to protect against the risks to consumers, such as fraud and phishing scams targeting accounts, over-indebtedness in digital credit, and customers receiving incomplete or incorrect information on the fees and costs of financial products.
