Continuing Professional Development (CPD) becomes essential in this situation. Through continuing professional development, librarians can stay current on best practices in the ever-evolving area of library and information science, as well as learn new skills and update their expertise. The study focuses on realizing how important librarians are to State Universities and Colleges (SUCs) in terms of supporting research and academic endeavors. The findings of the study illuminate the pathways through which librarians seek to enhance their skills, embrace new technologies, and remain at the forefront of library science. It also contributes to the academic discourse on professional development in library science but also offers practical insights for designing CPD programs that resonate with librarians’ aspirations and the evolving demands of their profession. On the other hand, a compelling picture of the tangible benefits of CPD training for librarians, as perceived by library users. The high levels of satisfaction across key service areas demonstrate the critical role of CPD in enhancing librarians’ skills and competencies, which in turn significantly improves the quality of library services. This study not only validates the investment in librarian professional development but also provides a clear mandate for the continuation and expansion of CPD programs. Through fostering a culture of continuous learning and improvement, libraries can ensure that their services remain responsive, user-centered, and aligned with the evolving needs of their communities, thereby reaffirming their essential role in supporting information literacy, technology integration, and access to knowledge. Furthermore, results of the study showed comprehensive insights into the effectiveness of CPD initiatives and policy guidelines in enhancing public and library services in SUCs from the entire Luzon, from both librarians' and library users' perspectives. The findings of the study contribute to the development of recommendations for improving CPD programs, policy guidelines, and technological integration to better meet the information needs of users and enhance overall public service in SUC libraries.
