Active aging, as a new value objective of China’s participation in global governance, contributes Chinese strength to enriching the health concept of the World Health Organization. Facing the social reality of the rapid development of aging in China, studying the path of the active aging concept in social work’s intervention in smart elderly care services is of great significance for promoting the development of smart elderly care services. This research is based on the practice of smart elderly care services in the core area of the Pearl River Delta. By using semi-structured interviews, focus groups and observation methods, in-depth research has been carried out on a number of professional institutions providing smart elderly care services in this area. The research findings show that there are difficulties in the field of smart elderly care services, such as low supply-demand matching degree, lagging platform construction, limited institutional funding, and overemphasis on technology. Based on the above situation, this paper proposes to integrate the “active aging” [“Healthy China 2030” Planning Outline] concept into the whole process of smart elderly care services by introducing a positive perspective that focuses on the physical, mental and social aspects of the elderly with prevention as the main focus. This puts forward the optimization path of improving the top-level design of smart elderly care, formulating scientific assessment standards at different levels, and building a multi-subject cooperation platform. Eventually, it will help to improve the initiative of the elderly in participating in health management under the guidance of the active aging concept, and realize the high-quality development of social work’s intervention in smart elderly care services in the Guangdong-Hong Kong-Macao Greater Bay Area.
