Four factors were critical to Obama’s success in securing a new arms control treaty. The four factors, examined in depth, were: significant political leadership and an appreciation for alliance politics; rigorous analysis of US military and intelligence considerations; astute understanding of the negotiation partner and the talents that skilled negotiators bring; and responsiveness to the political tradeoffs needed to reach political consensus in the US Senate.
